December 8, 2025 — Toronto — In a landmark move to strengthen the national healthcare system, Immigration, Refugees and Citizenship Canada (IRCC) has officially announced new, streamlined pathways for international doctors to obtain permanent residence.

Announced by the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, these measures aim to fulfill the Budget 2025 commitment to closing critical labor gaps with top-tier global talent.

New Express Entry Category for Doctors

Recognizing the vital role of international doctors already working in Canada on temporary permits, the IRCC is launching a dedicated Express Entry category.

  • Eligibility: International doctors with at least one year of Canadian work experience in an eligible occupation (gained within the last three years).
  • Goal: To provide a clear, predictable pathway to permanent residency for those already contributing to the Canadian healthcare system.
  • Timeline: The first Invitations to Apply (ITAs) for this specific category are scheduled to be issued in early 2026.

5,000 Reserved Admission Spaces & Expedited Processing

To support provincial healthcare needs, the federal government is introducing an additional layer of support through the Provincial Nominee Programs (PNP):

  • Federal Reserve: 5,000 admission spaces have been set aside specifically for provinces and territories to nominate licensed doctors who hold valid job offers.
  • Bonus Allocations: These spaces are in addition to existing annual PNP quotas.
  • Fast-Track Work Permits: Nominated doctors will benefit from expedited 14-day work permit processing, allowing them to begin or continue their practice while their permanent residency application is being finalized.
