Ontario Makes Major Changes to Its Immigration Program

Ontario has officially removed all existing immigration streams under the Ontario Immigrant Nominee Program (OINP), marking the most significant overhaul of the program since its launch.

Effective May 30, 2026, all nine OINP nomination streams have been repealed through amendments to Ontario's immigration regulations. While the province has announced the removal of these pathways, it has not yet provided full details about the new streams that will replace them or how current candidates in the Expression of Interest (EOI) system will be affected.

The OINP has clarified that applications submitted before May 30 will continue to be assessed under the eligibility requirements that were in place when those applications were filed.

OINP Streams That Have Been Removed

The following nine immigration streams have officially been discontinued:

  • Foreign Worker Stream
  • International Student Stream
  • In-Demand Skills Stream
  • Master's Graduate Stream
  • PhD Graduate Stream
  • Human Capital Priorities Stream
  • French-Speaking Skilled Worker Stream
  • Skilled Trades Stream
  • Entrepreneur Stream

As a result, candidates who would have qualified under these programs can no longer receive a provincial nomination through the previous rules.

New Invitation System Introduced

Alongside the stream changes, Ontario has introduced new regulations allowing the OINP Director to issue both general and targeted Invitations to Apply (ITAs).

Under targeted draws, only candidates who meet specific labour market needs or human capital requirements identified by the province will be ranked and considered. Invitations will be issued to the highest-ranking candidates who match these priorities.

This approach gives Ontario greater flexibility to select immigrants based on current economic and workforce demands.

Employer Registration Now Mandatory

Another important change affects streams that require a job offer from an Ontario employer.

Employers must now officially register with the OINP and submit an eligible job offer before a candidate can apply. While this requirement was already being implemented through Ontario's Employer Portal, it is now formally written into provincial regulations.

Proposed New Immigration Streams

Although Ontario has not confirmed the final structure of its redesigned immigration program, proposals released during stakeholder consultations in late 2025 suggest a two-phase transition.

Phase One

Ontario proposed combining its three employer job-offer streams into a single stream with two categories:

  • TEER 0–3 occupations (higher-skilled positions)
  • TEER 4–5 occupations

Phase Two

The province also proposed replacing the remaining streams with three new pathways:

  • Priority Healthcare Stream
  • Entrepreneur Stream
  • Exceptional Talent Stream

At this stage, these remain proposals only. Ontario has not announced official launch dates, eligibility requirements, or application procedures for these potential new streams.

Key Questions Still Unanswered

Several important issues remain unclear for current and future applicants.

Ontario has not confirmed:

  • Whether existing EOI profiles will automatically transfer to new streams.
  • Whether candidates will need to create new profiles.
  • If current profiles will be withdrawn.
  • The eligibility requirements for any future streams.
  • A detailed transition policy for candidates already in the system.

This uncertainty is especially important because Ontario withdrew existing profiles during the Employer Portal transition in 2025, although the province has not indicated whether a similar process will occur again.

Why These Changes Are Happening

The groundwork for this overhaul began in 2025 when Ontario passed the Working for Workers Seven Act. The legislation gave the province's immigration minister greater authority to create, modify, or eliminate immigration streams without requiring lengthy regulatory approval processes.

Following consultations with stakeholders between December 2025 and January 2026, Ontario formally amended its immigration regulations through Ontario Regulation 47/26 on March 16, 2026. The regulation set May 30, 2026, as the effective date for the removal of all nine streams, the introduction of targeted draws, and the mandatory employer registration requirements.

What This Means for Applicants

For now, applicants who already submitted their OINP applications before May 30 can expect their files to be processed under the previous rules. However, individuals planning to apply through Ontario's provincial nominee program will need to wait for the province to announce the details of its new immigration pathways.

Until further information is released, prospective immigrants should closely monitor OINP updates to understand how the new system will affect their eligibility and application options.
